Eligibility Criteria for Senior Consultant – Care, Support and Treatment

MBBS recognized by Medical Council of India (MCI) with post-graduation from recognized teaching institute in Doctor of Medicine (Social and Preventive Medicine) or Doctor of Medicine (Community Medicine) or Doctor of Medicine (Health Administration ) or Doctor of Medicine (Community Health Administration ) or Diplomat National Board (Social and Preventive Medicine/Community Medicine/ Health Administration/ Community Health Administration ) or Master of Public Health with at least 5 years relevant clinical experience or in implementation/service delivery for a National Program

OR

MBBS recognized by Medical Council of India (MCI) with post-graduation in Medicine/Pediatrics with at least 3 years relevant experience post post-graduate qualification in medicine or pediatrics or in implementation/service delivery for a National Program.

Other Desirable Skills – Ministry of Health & Family Welfare

  1. Computer proficiency with high level of familiarity with commonly used packages like MS Word, Excel, Power Point & Web surfing to search relevant data & documents.
  2. Excellent communication and presentation skills, analytical and interpersonal abilities, excellent oral and written communication skills in English.
  3. Working knowledge of Hindi also desirable.
  4. Ability to work in a multi-disciplinary team environment.
  5. Experience in operationalizing health program at field level.
  6. Willingness to travel to states & districts to provide technical assistance & ability to work on different assignment simultaneously to meet the timelines for assignments.

Eligibility Criteria for Consultant Laboratory

MD in microbiology with MBBS recognized by Medical Council of India (MCI) with 2 years of experience in Medical Microbiology

Roles and Responsibilities for Senior Consultant – Care, Support and Treatment

  1. Provide technical assistance for implementation of the ‘National Viral Hepatitis Control Program’ and its goals at centre, and in states, as may be agreed upon from time to time.
  2. Ensure implementation of Standard Operating procedure, Biomedical-Waste Management and Bio-safety guidelines and implementation of care, support and treatment as per the guidelines at all levels under the initiative.
  3. Reviewing of the latest advancements in treatment and management of viral hepatitis.
  4. Supervise through on site visits and provide technical support for strengthening state and District Laboratories under the initiative.
  5. Ensure timely submission of reports on laboratory test carried out in state and district laboratories to the NVHMU.
  6. Regular monitoring of the functioning of District Laboratories and state referral lab network under the initiative and coordinate with IDSP for the same.
  7. Willingness to travel to states & districts to provide technical assistance and ability to work on different assignments simultaneously to meet the timeliness for assignments.
  8. Participate in epidemic/outbreak investigation as member of Rapid Response Team (RRT) for viral hepatitis as and when required and provide the required support.
  9. Undertake review of literature and stay up-to-date on current trends in care support and treatment with regard to the initiative for prevention and control of viral hepatitis.
  10. Collect and analyse state and national data on components of the initiative on regular basis.
  11. Responsible for Program Implementation Plan of States (PIP) state PIP-through coordinating and incorporating inputs for the initiative.
  12. Budgeting and financial planning for the program.
  13. Building capacities at district and state level under the initiative.
  14. Develop study/ evaluation protocols/guidelines and undertake and or guide research studies as needed.
  15. Undertake other assignments, which may be assigned from time to time by the Reporting Authority.

Roles and Responsibilities for Consultant Laboratory

  1. Provide technical assistance for implementation of the ‘National Viral Hepatitis Control Program’ and its goals at centre, and in states, as may be agreed upon from time to time.
  2. To assist the focal person for managing lab services at various levels under the initiative.
  3. Ensure implementation of Standard Operating procedures, Biomedical-Waste Management and Bio-safety guidelines and implementation of Internal Quality Control and participation in External Quality Assessment Scheme (EQAS) in all laboratories under the initiative.
  4. Supervise through on site visits and provide technical support for strengthening of state and District Laboratories under the initiative.
  5. Ensure timely submission of reports on laboratory tests carried out in state and district laboratories to the NVHMU.
  6. Regular monitoring of the functioning of District Laboratories and State referral lab network under the initiative and coordinate with IDSP for the same.
  7. Willingness to travel to states & districts to provide technical assistance & ability to work on different assignments simultaneously to meet the timelines for assignments.
  8. Participate in epidemic/outbreak investigation as member of Rapid Response Team (RRT) for viral hepatitis as and when required and provide support for sample collection and transport of specimens.
  9. Undertake review of literature and stay up-to-date on current trends in health systems strengthening with regard to the initiative for prevention and control of viral hepatitis.

  12. Building capacities at district and state level under the initiative.
  13. Facilitate all work related to EQAS periodically.
